Relevance for Europe’s eSAF Scale-up

Europe’s eSAF scale-up may require a combination of domestic production and internationally connected projects capable of supplying compliant fuels or relevant intermediates.

Elemental Clean Fuels’ planned facilities in British Columbia and Atlantic Canada could contribute to future supply diversification through their intended access to maritime export infrastructure. This may create opportunities for cooperation with European fuel suppliers, logistics operators, aviation-sector offtakers and technology partners.

Any future European market access would remain subject to the applicable sustainability, certification, traceability and regulatory requirements.

Technology and Project Status

Elemental Clean Fuels describes its clean-fuels export platform as being anchored by planned clean-methanol and SAF production facilities in British Columbia and Atlantic Canada.

Detailed information concerning the SAF production pathway, energy and feedstock inputs, production capacities, engineering status, final investment decisions, schedules and offtake arrangements has not yet been released for public communication. The facilities are therefore presented as projects under development rather than as operating production assets.

Across its broader Canadian platform, ECF is also advancing activities involving clean hydrogen, renewable natural gas, low-carbon methanol, refuelling infrastructure and industrial decarbonisation. In 2025, ECF acquired the remaining interest in Cariboo Clean Fuels, consolidating the associated development activities within the Elemental Clean Fuels platform.

Collaboration Context

Elemental Clean Fuels may be relevant for organisations across the SAF, eSAF and Power-to-Liquid value chain, including:

  • SAF and eSAF technology providers

  • Renewable-electricity and green-hydrogen suppliers

  • Sustainable-carbon, CO₂ and feedstock partners

  • Engineering and plant-integration companies

  • Ports, terminals, storage and shipping operators

  • Aviation-fuel suppliers and prospective offtakers

  • Indigenous governments, municipalities and regional partners

  • Project-finance and infrastructure-investment partners

  • Certification and sustainability-assurance providers

Company Overview

Elemental Clean Fuels (ECF) is a North American clean energy developer, owner and operator advancing scalable renewable-fuel and industrial-decarbonisation projects. Founded in 2023, the company follows a technology-agnostic model covering project origination, financing, construction, management and operations.

According to information submitted to the eSAF Alliance, ECF operates through two primary business areas: low-carbon gas and clean fuels for export. Its export platform is centred on planned clean-methanol and sustainable-aviation-fuel production facilities in British Columbia and Atlantic Canada, both positioned with ocean access to international markets.

In October 2025, Quinbrook Infrastructure Partners acquired a strategic ownership interest in ECF and announced a significant capital commitment to support the company’s development pipeline. Piney Point Capital remains an investor in the business.

Role in the eSAF Ecosystem

Elemental Clean Fuels’ role in the eSAF ecosystem is to develop prospective SAF and clean-fuel production assets and integrate the commercial, financial and infrastructure components required to advance them towards implementation.

Its intended owner-operator model provides continuity across project development, financing, construction and future operations. The company’s coastal project strategy also creates potential interfaces between Canadian energy resources, clean-fuel production, maritime logistics and international aviation-fuel markets.

Within the eSAF Alliance, ECF is represented as a SAF and clean-fuels project developer. Whether future production qualifies as eSAF, RFNBO or another SAF category will depend on the selected production pathway, energy and feedstock inputs, lifecycle emissions and applicable certification framework.
