Relevance for Europe's eSAF Scale-up

Industrial eSAF production requires large and reliable supplies of renewable electricity, electrolytic hydrogen, water and compliant CO₂, combined with the ability to finance, construct and operate integrated infrastructure at scale and to move product reliably to European offtakers.

Acwa is developing one of the world's largest green-hydrogen hubs in Yanbu, on the Red Sea coast — a strategic location for exports to Europe — designed to combine green hydrogen with derivatives production and dedicated export logistics. Yanbu is complemented by a Power-to-Liquid development portfolio spanning Morocco, Egypt, Saudi Arabia, Southeast Asia and China, giving European offtakers optionality across multiple origins and regulatory frameworks.

In July 2026, Acwa was mandated by the Saudi government as the exclusive exporter of green hydrogen and its derivatives — including green ammonia, green methanol and green fuels — produced in the Kingdom to international markets. Acwa was also assigned to develop projects for the production, transmission and export of renewable electricity to European and Arab markets. This mandate positions the company as the single institutional counterparty for Saudi-origin renewable molecules and electrons destined for Europe.

Technology and Project Status

Acwa has established operational experience in renewable power, energy storage, desalination and green hydrogen. In 2025, the Chirchiq Green Hydrogen Project in Uzbekistan entered commercial operation, adding 3,000 tonnes per year of green-hydrogen capacity to the operational portfolio.

Acwa holds a 33.3% interest in NEOM Green Hydrogen Company, an equal joint venture with NEOM and Air Products, and its flagship project in green hydrogen. Construction is substantially complete: the project integrates approximately 4 GW of solar, wind and storage capacity and is designed to produce up to 200 ktpa of green hydrogen (up to 600 tonnes per day) for conversion into up to 1.2 million tonnes of green ammonia annually, with first product availability expected in 2027.

The Yanbu Green Hydrogen Hub is progressing through FEED, with completion expected in the second half of 2026, supporting a pre-FID de-risking pathway toward integrated ammonia, methanol and eSAF production for export.

Acwa has a strong culture of partnership and joint development, reflected in its recent technology and offtake collaborations. In February 2026, Acwa announced memoranda of understanding and technology collaborations covering:

• solid-oxide electrolysis and co-electrolysis with AVL, including

• synthesis-gas pathways for sustainable aviation fuels; and

• direct electrocatalytic conversion of hydrogen and CO₂ into green fuels with ATOM-X.

These collaborations represent technology-development and evaluation activities alongside Acwa’s in-house engineering and innovation capabilities, and are not yet presented as commercial eSAF production.

Company Overview

Acwa is a Saudi-listed developer, investor and operator of power, water, energy-storage and green-hydrogen infrastructure, headquartered in Riyadh. The company originates, structures, finances, constructs, operates and optimizes assets across the full project lifecycle, typically under long-term offtake agreements, utility-service models and public-private partnerships.

Green hydrogen and its derivatives — ammonia, methanol and synthetic fuels — form a dedicated strategic pillar, coordinated through Acwa’s global Green Hydrogen Center of Excellence. The Center consolidates the company's origination, development, investment and operations activities in hydrogen and derivatives, supported by in-house engineering teams that design and optimize plants, and by an innovation team focused on hydrogen and derivatives technologies, including electrolyzer and process-technology solutions such as fuel synthesis.

Role in the eSAF Ecosystem

Acwa intends to participate across the eSAF value chain, from renewable-energy supply and green-hydrogen production through CO₂ sourcing, fuel synthesis, logistics and final product delivery to European and international offtakers. Its integrated capabilities in renewable power, water desalination, electrolytic hydrogen, project finance and large-scale asset delivery are directed at building commercially structured, bankable Power-to-Liquid production systems, and the company can support production through multiple approved eSAF pathways.

Within the eSAF Alliance, Acwa is represented as an energy and infrastructure partner and Power-to-X project developer with an active pipeline of eSAF and Power-to-Liquid projects under development, rather than an operating eSAF producer at this stage.
